The broadcasters of television channels that do not have the status of a station of special importance can link together in terms of programming into regional or national networks.
A national network must reach more than 50 percent of the population of the Republic of Slovenia.
Conditions for linking in terms of programming into networks:

each of the linked broadcasters in the area for which they received a broadcasting license must broadcast at least 2 hours of in-house production daily,
-
joint in-house production of linked broadcasters created in Slovenian, and which does not include programming from the previous point, must encompass at least 25 percent of the programming content distributed over the network daily,
-
each of the linked broadcasters must obtain the prior consent of the Agency, if linking into the network would significantly alter their programming content,
-
linked broadcasters prepare joint programming and a written legal act on the method of its execution, and send both documents to the applicable ministry to be entered into the mass media register,
-
the linked broadcasters appoint the editor in chief of the joint programming with a special act, and that person is responsible for broadcasting programming content, and the act on appointment is sent to the applicable ministry 15 days before the network begins operations.
The television network does not have its own license, but its characteristics are instead entered in the licenses of the individual television channels linked in the network. Because this is not an independent television station, it cannot apply to public tenders, however the stations linked in the network can.
Forming networks based on links in terms of programming is defined in Article 83 of the Mass Media Act.
