Has anything been decided yet on the rules of the planned spectrum auction? Will spectrum be set aside for new entrants on the Slovene telecoms market? Will spectrum caps be applied?

The 800 MHz spectrum band is to be used for high-speed mobile Internet services. What is planned for other bands, i.e. 900 MHz and 1.8 GHz?
Slovenia has already liberalised the spectrum. Accordingly, 800, 900 and 1800 MHz bands are technologically neutral.
What was APEK’s reaction to the decision by the European Commission to refuse Slovenia’s request to delay the allocation of spectrum in the 800 MHz band?
